Smart and Skilled

Strategic Corporate Training (Strategic) is an approved provider of Smart and Skilled programs for subsidised training.  Training courses under Smart and Skilled are subsidised by the NSW Government, which greatly reduces the cost of undertaking a qualification for NSW students. 

Under the Smart and Skilled funding, Strategic can offer NSW residents (including employer sponsored students working in NSW) access to subsidised training which significantly reduces the cost of achieving a qualification.

Training Services NSW, in the NSW Department of Education is responsible for Smart and Skilled and leads policy, planning, funding, regulation and advice on vocational education and training (VET) and employment in NSW.  

If you are considering taking advantage of the NSW Government’s fee arrangements for government subsidised VET training then Strategic is your best choice as a training provider because we provide quality courses for students which are expertly delivered by trainers with industry knowledge and experience. Are you:

  • 15 years old or over?
  • no longer at school?
  • living or working in NSW?
  • an Australian citizen, Australian permanent resident, humanitarian visa holder or New Zealand citizen?

If you answered ‘Yes' to all four questions, then you're eligible to enrol in Smart and Skilled training.

Other eligibility conditions:

Your eligibility is not affected if you have completed a vocational education and training (VET) course, including a school-based apprenticeship or traineeship, as part of your high school education. There are also some exceptions to the eligibility conditions described above, such as for Aboriginal people who live in specific, defined areas outside the NSW border.

Fee exemptions and concessions:

If you're an Aboriginal or Torres Strait Islander person, a student with a disability or an Australian Government welfare recipient, you and your dependants may be eligible for fee exemptions or concessions when enrolling in a Smart and Skilled course. 

Eligibility for apprentices and trainees:

NSW new entrant trainees may be eligible for fee-free training under Smart and Skilled that supports their traineeship. If you have already completed a Certificate IV or higher-level qualification, this does not affect your eligibility.  Additional financial support may be available for trainees who undertake Smart and Skilled training. Refer to the Smart and Skilled website on trade support loans, allowances and scholarships that may be available for trainees.

Fee-Free Scholarships:

Smart and Skilled Fee-Free Scholarships are available for:

  • young people who are eligible for a concession fee
  • young people who are or have been in out-of-home care
  • people who are experiencing or have experienced domestic and family violence and their dependents.


The price of Smart and Skilled qualifications is a set price for the full qualification. Strategic Corporate Training must charge the student the relevant fee set by the NSW Government. If you're eligible for subsidised training under Smart and Skilled, you pay only a portion of the training cost. The rest is subsidised by the NSW Government.


Before you enrol in any course we encourage you to speak with our Training Admin Team to fully discuss your training requirements and to ensure you have all information available to make an informed decision. We will guide you through the enrolment process, including application for recognition assessment where required. Your goals are our priority.

Strategic Corporate Training will follow the procedures below when enrolling students in Smart and Skilled subsidised courses:

  1. Pre-Enrolment Information

Prior to enrolment our Training Admin Team will provide you with all relevant course and student information including refunds, fees, recognition, consumer protection, course withdrawal/deferment, student support and the USI process.

  1. Eligibility Check

Strategic will check a student’s eligibility for the Smart and Skilled program in order to confirm the Student Contribution Fee payable for the proposed training. The eligibility check involves imputing personal information about you into the Smart and Skilled system so a fee quotation can be generated (an Eligibility Enquiry Report). All personal information collected from propsective students is used only for the purpose of obtaining a quotation and is managed in accordance with relevant privacy legislation.

Prior to the fee quotation being generated for the proposed training, you need to provide consent for Strategic and the NSW Department of Education (the Department) to use your personal information for this purpose. This will involve completion of:

  • Strategic's Pre-Enrolment Information Form or Enrolment Application Form

  • The Department's Consent to Use and Disclosure of Personal Information to the Department of Education and Communities and Other Government Agencies Form

  • USI Privacy Form if you would like us to apply for a unique student identifier on your behalf

  1. Agreement to Proceed with Enrolment

Should you wish to proceed with an enrolment after considering the pre-enrolment information and receiving the Smart and Skilled fee quotation, we will need your written or verbal authority/agreement.

We also require certain documents to provide evidence of your citizenship and that you are living or working in NSW.  This proof of eligibility can be in the form of a Green Medicare Card (for citizenship) and your Driver's Licence (for confirmation of your residential address). Other forms of evidence are available to use for proof of eligibility, if required, which can be confirmed by the Training Admin Team.

  1. Notification to the Department

When your authority/agreement to proceed has been received, we will complete the Notification of Enrolment process with the Department for your enrolment in the Smart and Skilled subsidised course. A Notification of Enrolment Report will be generated from the Smart and Skilled system which confirms your enrolment in the course and the Student Contribution Fee payable.

An invoice will be issued by Strategic Corporate Training for the Student Contribution Fee payable - no more than $1,500.00 will be collected from an individual student at the time of enrolment where the Student Contribution Fee exceeds this amount (this does not apply for employer-sponsored students). Information on fee protection and fee refunds for individual students is contained in the Student Handbook.

Once we have received payment of the Student Contribution Fee payable at enrolment (from the student or their employer), an Enrolment Confirmation letter will be provided which finalises the enrolment and contains information relevant to participating in the course. 

  1. Commencement of Training

Training delivery of your course will commence on the specified date within your Enrolment Confirmation.  Students are required to attend 100% of the face to face training delivery specified for their course unless where RPL or Credit Transfer is applicable.


All students undertaking nationally recognised training require a Unique Student Identifier (USI).  A USI is a reference number made up of numbers and letters that gives students access to their USI account. An individual's USI account is linked to the VET Data Collection allowing an individual to see all of their training results from all providers including all completed training units and qualifications.   

To create your USI go to the USI website at and follow the steps below:

  • View the Student Video

  • Click on the Create a USI Panel and follow the directions

  • Set access controls on the USI Portal to allow Strategic Corporate Training and the Department access to information

  • Record your USI number on the Enrolment Application form

  • Store your USI number in a secure place

Under the Student Identifiers Act, a training organisation cannot issue a Statement of Attainment or a Qualification unless the student has been assigned a USI for course completions. 


As an RTO, Strategic has an obligation to meet legislation, the RTO Standards and the Smart and Skilled Contract requirements.  Students can therefore expect that the service they receive before, during and after training and assessment will be of a quality consistent with these requirements.

As a student enrolled in Smart and Skilled training you are also covered by consumer protection measures under the Smart and Skilled Consumer Protection Strategy. Strategic is approved to offer traineeship programs under Smart and Skilled - see above Approved Traineeship course list for NSW government funded traineeships.  New entrant trainees are eligible for a government subsidy under Smart and Skilled for the qualification that supports their traineeship.
